When you make a request to leave early or to shorten your work day in some way, you need to plan to make up the time. Company policy calls for that. Largely, that’s because the company expects hourly people to be here during their regularly scheduled hours.
You can make up the time in several ways -- coming in early one day, staying 15 minutes later another day or shortening your lunch hour.
In this case, it is okay to leave at 5:15 p.m., but plan to make up the time another day this week.

So I wrote back:
Ok, but I did come in early last Monday and Tuesday on my own accord and thought nothing of it, which is kind of why I thought nothing of leaving at 5:15.
I will make a note of it for the future though.
Annoying. Seriously. ANNOYING! Just thought I would share...
It reminds me of how we have to pay a penalty if we underpay our federal taxes but we don't get any "bonus" for overpaying them. All we get is the refund of the overpayment.
Yikes!!
