I Have an Idea

Instead of building an oil pipeline down through the US, why don't we build a water pipeline instead? All the states that are turning into dust bowls and fire hazards could have all the water they need. We could put a giant funnel, to catch the torrential rain, over the city and shoot the water down the pipeline. The giant funnel would have the second purpose of keeping me dry at tomorrow's craft market.
Tomorrows forecast: Showers. High 16C/61F. UV index 3 or moderate. On the bright side, I won't have to worry about getting a sunburn.

It is hard to believe that you are having a wet summer. No idea is too far fetched: Here in Colorado, back in the 1930s a massive network of tunnels and reservoirs was constructed to move water from the west slope of the Rockies to the drier east slope. It no doubt sounded like a hare-brained idea at some point, but it has been successful.
