Animal Neglect

There are people in my town that seem to have absolutely no kind regard for their domestic animals. Persons that live on the main highway through town, a highway that is a major passage for semis and tourists, seem to thoughtlessly keep cats that, it should come as no surprise, are often found squished in the middle of the road. Then there are the imbeciles that keep dogs chained in their yards 24/7. My fantasy, of course, is to see THEM chained in the yard 24/7. This time of year, it is inhumane. It has been below freezing here in the early morning for the past week or so.
From what I can see, these people regard their domestic animals, not as pets, but as things, no different than the lawn mower they leave out in the weather, or the junk car rusting behind the house.
Dogs often run loose around town, despite an ordinance prohibiting it. On occasion, they get run over. The town council sits on their hands. Local law enforcement has the same mentality as everyone else. It is very frustrating. There is a little puppy chained in the front yard of a trailer home near us. I jog past it every morning. He sits there and watches me. I rarely see any activity at the place and it appears they may be gone for days at a time. It is all I can do to keep from walking over and just taking the little guy. Tonight my wife gave in to the situation and snuck over in the dark to give the puppy some food and water. She discovered that he had water and some food filled with ants. He gobbled up the food she provided to him.
We’ll see how long this goes on.

I'll take a collection to pay your bail if you get caught taking the puppy - but I know you're smart enough to not get caught. They probably wouldn't even notice if he was gone. Put up a photo or email it to another "Greaser" and have someone else put it up. He'd have a good home within a week.
I almost did take my neighbor's dog one time - she was a new mama, locked in their garage, barking for hours. I was walking through the yard to check on her, the lady came out the back door to see what I was doing. I told her I was going to see if the dog needed water because I didn't think she was home... A few minutes later I watched her take food and water out to the little mama.

Our leash law is absolutely enforced. Some cats and dogs get out for a
short while but the shelter picks them up. We are well on our way towards
getting a no kill shelter. It is painful to see animals mistreated and
I would have done exactly what your wife did.

Bloody shocking!!!! wheres the RSPCA or your equivelent cruelty to animals or as we have here, dog catches employed for dogs roaming free .
Here there is a hefty fine for letting your dog out of your yard, its very rare to see a dog running lose since the dog act came into force, even if your dog is comtinuosly barking and neighbours complain there is a fine

It's disgusting. I don't understand the thought pattern. Can't even say it's a "watch dog" if the dog is chained and can't attack an intruder.
