The Internet has been practically "free" since it went public. It was first a U.S. Pentagon thing, you know. But it has grown exponentially primarily due to its free (relatively) access and the absence in many cases of taxes relating to purchases made via the web.
Lots of changes have been squeaking into it.
There is a heavy effort now to have a two-tier Internet. The corporate lords of America want a faster 'special' level to keep out the riff-raff and to work at super high speed.
We all must resist this. The corporate interests do not own the Internet (yet.) But they soon will if we don't scream and fight this.
Hands-off the Internet, America! You don't own it! It is world-wide and open.
Keep it that way.
