Proposal for a Constitutional Amendment:
If upon the deadline to pass a federal government funding bill the Congress has not submitted the bill to the President for his signature, or, if the President does not sign the resolution by the deadline, a continuing resolution shall automatically be triggered as law, and until Congress and the President enact a final funding bill, all payments as salaries to the Congress, including their respective staffs, and to the office of the President, exclusive of the Cabinet branches of the Executive Office, shall be withheld.
