My cell is turned off more than turned on. When I go into any building, a store or a restaurant, I switch it off. It is only good manners to do that. And I let the voicemail take the calls, especially when driving (it isn't illegal yet to use a cell when driving here.) Using a cell in a public place (to me) is like farting or belching.
