You can throw out any set of statistics to show how much things have changed but the fact remains some kids (and adults) are targeted by others for race, sex, orientation, religion, etc. As long as crimes are committed for those specific kinds of reasons, there needs to be sentence enhancements to demonstrate society's contempt for causing harm to others because some people are "different." That's not thought crime, it's all about violent crime. People can be ignorant and freely hate those who are "different," just can't cause others harm.
This young kid is dead because he was targeted for being "different." It wasn't a sudden, rash, isolated incident. Hate crimes aren't sudden, rash, isolated incidents. I don't think you can separate why this crime happened from the circumstances leading up to it -- that's not criminalizing thoughts, it's about society's affirmation of the civil rights of everyone.

I think your interpretation is a lot better than the "pray and grow rich" ones that were floating around a few years ago. Seems that one of man's worst inclinations is to take a very small bit of scripture and make a really big deal out of it. That always seems to lead people astray whether it's controlling others or enlarging their own kingdoms.
