The patriotic approach is to produce tankers at least cost that will fly.
A pork barrel project without oversight is not likely to fill the bill.
No doubt an international operation will also wallow in corruption. The advantage is obvious. If the tail falls off, we can complain about Italians. When the wings collapse, we can wag the fingers at the Brits etc.
After all, we are paying the dummies in worthless greenbacks. Why should we burden our workers with play money?
