An amazing number of government employees have committed the most heinous crimes to attain and to hold their positions. A sizable number of these acts are known to the various law enforcement agencies the evidence on file. This information is for sale for purposes of fraud, extortion or blackmail.
Whenever a government employee steps out of line, his relevant others quickly inform him of the dangers of straying from the path.
This partly explains why so few positive changes occur for the people.
