That is the problem with this legislation and so many other bills that have been passed; they are REACTIVE rather than being Proactive.
Reactions are knee-jerk, spontaneous, and not well thought out; like what we got with the Patriot act.
A Proactive approach is one that is designed with level headed thinking, a clear conscience, with concise direction and measure, designed to be the best that it can be for the greatest benefit of all people, and is consistent with the manner the US Constitution was drafted, by individuals of sound mind and body destined to make this place better for those that follow.
